I believe that marijuana should be legalized. I believe that if the goverment did so the National debt would be greatly decreased by the money it would make from the taxation of marijuana and also from the decrease in law enforcement and jail cost that is caused by the "criminal" aspects of marijuana. I believe that the use of marijuana would be more likely to go down than up with the legalization of it. I believe this because half the reason some people use it is the appeal of doing something illegal. I think that marijuana is no more harmful that alcohol or nicotine and these are perfectly legal "drugs" in todays society.You have never heard of someone overdosing on Pot but you do hear of people get deathly ill from alcohol poisoning. Today you see commercials on the TV about how bad marijuana is and how it impairs your judgement and can cause car accidents. A reseacher at the University of Toronto by the name of Alison Smiley in March of 1999 showed that people who use marijuana in moderate dose are more cautious drivers than those who have have a moderate amount of alcohol. She found that the marijuana users are more aware of their impairment therefore they drive slower than those under the influnce of alcohol. Even the National Institute on Drug Abuse, Bureau of Mortality Statistics studies show that more people have died do to the use of aspirin (500) than those of marijuana (0). As for the cost of what it takes to deal with the "criminals" in refernce to marijuana it would baffle most people if they knew the facts. The facts are this, in California only in 1998 marijuana accounted for 14,344 felony and 46,600 misdemeanor arrests for a total cost of some $100 million to the state. Over the past 20 years there has been a 2000% increase in prisioners due to marijuana while some serious criminals or paroled due to overcrowding. It has also been shown that CAMP (Campaign Against Marijuana Planting) has destroyed a 1/4 of a million marijuana plants in 1999 alone.

The positivist theory approach to crime consists of three major features which include biological, psychological and social positivism. Biological: The biological component of positivism seeks to examine data from sources such as twin studies, family studies, genetic patterns and biochemical aspects in an attempt to conjure an explanation for a particular behaviour. Biological positivists generally look for biological causes generally in genetic inheritance. Psychological: The psychological component of positivism also seeks to observe biological factors but also adds behavioural factors such as child rearing practices and brain abnormalities that cause identifiable behaviour outcomes. All of these orientations aim fundamentally to understand criminal behaviour – its nature, its causes, and ways of dealing with it. This will include the incidence of crime, crime in adults, youth and children, gender differences, differences in types of crime e.g. crimes relating to property and violent crime. A relatively new area of study is  referred to as ‘Victimology’ the study of the effect of crime upon those who are the victims or criminal behaviour. In the notes to follow we will discuss a nu mber of criminal theories. Basically we will try to cover the basic approaches and illustrate the differences. This will not be an exhaustive description of all criminal theory and students may wish to study other approaches not covered here. We will look at Classical Criminal Theory and is updated version known as Neoclassical Theory. We will also look at what are referred to as the more scientific approaches known collectively (and probably in the strict meaning of that term erroneously) as Positivism many of which have biological or genetic components. Other approaches have a more sociological character while others examine the phenomenon of rational choice that is a modern offshoot of the classical/neoclassical tradition. Some of the readings will give you some historical introduction to criminal theory – the introductory reading by Henry and Einstadter is useful as is the reading by Beirne. The biological perspectives is overviewed in the reading by Fishbein. Other readings examine mental illness a nd crime and female criminality. Module 2 Penal Theory and Practice This is the practical side of this unit. Here we examine strategies for dealing with criminal behaviour – this covers strategies for punishment, correction, rehabilitation and preventative strategies. All of these are controversial and are the subject of much debate. All relates to issues about what we should do about crime as a society – what to do to those who commit crime, how to prevent it. Historically and amongst different societies there have been different answers. Some form of punishment or retribution is nearly always the case but the form it takes and on what crimes it is visited varies. Punishment may take the form of social and personal deprivation (locked away from the community in an institution (a gaol are correctional institution) the infliction of pain (corporal punishment) or the death sentence (capital punishment). The choice of these options depends on what a society views as the seriousness of the crime, the level of responsibility of the person committing the crime and sometimes the gender and age of the offender – and at times the damage to the community and the victim/s. In the second module we wil also discuss the implications of imprisonment (incarceration) for certain disadvantaged groups. This will  obviously include indigenous groups (now known as Aboriginals and Torres Straight Islanders) who are very much over-represented in the criminal justice system and in jails. The special issues relating to women and children in jails will also be discussed. Also we need to look at issues of those who are incarcerated who have a mental illness, an intellectual disability and those with drug and alcohol overuse problems. In other words it seems like a part of this person’s life was ended and no longer exist. He never will trust anybody, and he will always be horrified if anybody touched him or tried to be nice. It is not as easy as it seems, on the contrary it is very hard. For the human kind were created on the base that they need each other to survive. Cooperation and love and help are thing that people can’t miss in their lives. And what this harasser does, is kill every sense of trust this person ever had. Would anybody have the right to end the harasser’s life and let the society live in peace? No body has the right to do that though. Even in the Islamic Shari’a they take the punishment out if the action so the criminal would be punish by death if he killed nay body. Nevertheless Moslems still have to kill this person. For other religions and laws it is banned to kill anybody under any condition. Furthermore, waiting for the punishment to solve the problem, the country would not achieve any improvement towards ending this crisis. Mostly those cases are kept in the dark and not reported for many reasons. First, most women would not report such accidents, because they were threatened when they first were forced to face the attack. They would still have the same feeling after. She would live with the feeling of getting hurt if she tells anybody. Secondly, they take into account the possibility of not proving the action on the harasser, which is when the victim would rather kill herself than live with fear of re-experiencing what she has experienced again. And even if the trail the way the victim and her lawyer hope, what will happen next? The harasser will spend a certain amount of time getting punished and the fear will still exist, for the question then is what will he do after the punishment? Secondly, if the place where the crime took place was a place like a school or a university, this place has a certain reputation that they most likely want to either keep or grow, but never decrease. For those peoples punishment is not the right answer all they have to think about is how to cut this unhealthy deed out completely. They should deal with this the same way they deal with cancer either cure it by cutting it off of the body or let the ill die. There is no other solution. Curing this problem evolves around prevention. The prevention is all programs that can include all kinds of people; families, parents, the young and especially teenagers at school. Because the prevention is not all about stopping the harassers from committing any action, but it is also about making the young aware of the world and what happens around them. They should not be naÐ ¿ve, one the contrary they should know they should not trust anybody. Off course they should have somebody to rely on, but not everybody. Friends and family members, whom they have known for along time, are a perfect example of trustable people that they can hang on to. For instance there are kinds of drugs, which make the person lose conscience for two days in a row. These types of drugs are mostly used in clubs and bars. Guys would drop this drug in the girls’ drinks, them they pass out, and later only God knows what will happen next. At lease they will be raped. Government should also be responsible for people, who stay in the streets all night for no reason, for those people who have nothing to care about not a family, and themselves, would not care about other people’s convenience. It is not that people should not feel free to do whatever they feel like doing. Nevertheless, if this freedom conflicts with the safety of other people, they should choose safety over freedom. On a personal level, families should never give a complete freedom to their children. These young men and women still have plenty of time to use their right and freedom, when they are a little older and more aware of what is going on. Parents should take into account that no matter how wisdom their children seem to have, they still lack the experience they have earned over years. INTRODUCTION The purpose of this study was to investigate whether there were any differences in student achievement when students had the use of either concrete (also called physical) manipulatives or virtual manipulatives while studying the same mathematical topic at the 10th grade level. The topics were aligned with the objectives defined by the New Jersey Core Curriculum Content Standards and included problems typical to those found on standardized tests such as the New Jersey High School Proficiency Assessment (HSPA). Years ago, mathematics instructors would implement techniques incorporating concrete manipulatives to facilitate the students’ understanding of concepts through the engagement of the senses. Apart from the traditional writing on the board, topics would become more simplified and even exciting when instructors utilized visual, audio and kinesthetic tools for young students to grasp mathematics more readily. Use of concrete manipulatives in the classroom such as cuisenaire rods, mini cubes, patterned blocks, fraction slices, base-ten blocks, and square tiles enabled students to forge relationships with the abstract thus assisting students in observing a more practical application of mathematics. Since the 21st century, however, it was found that these instruments are too elementary especially when instructors attempt to re-introduce the same concepts to upper level high school or even college students. Also in the technological age when computers continue to evolve and pervade the classroom, students are averting their attention to more virtual presentations. As such, programmes on virtual manipulatives have been engineered to stimulate learning, engage and encourage the youth to be technology-savvy. By testing the different contributions of both concrete and virtual manipulatives in a 10th grade setting, findings would confirm the advantages and even disadvantages of each technique for this particular age bracket (15-16 years). It was expected that concrete manipulatives be more effective for younger minds in elementary school than with an older studentship. Moreover, it was estimated that the virtual manipulatives would be best suited for the upper students in view of the sweeping popularity of computers in the classroom and their familiarity with items of a technological nature. Standardized tests are referred to those compulsory assessments taken at the termination of every school year by students. These examinations determine the success rate of students to understand subject taught, of teachers and by extension schools to communicate information to produce high-achieving students.
